Distribution of COLTT development guide

Up to version 2.4 of COLTT, the COLTT Development Guide has been distributed together with the binaries of COLTT. The COLTT distribution of binaries is intended for end-users of process simulation applications wishing to figure out what goes on in the communication between a PME and a PMC. The COLTT distribution of binaries does not contain the source code of COLTT. CO-LaN has decided to restrict access to COLTT source code to CO-LaN. Therefore, including COLTT development guide in the COLTT binary distribution does not make any more sense. A comment along the same logic was made by Céondo when working on COLTT development guide in June 2020. Removing COLTT development guide from distribution 2.5 could be considered as part of Contractor Work Authorization Form #2.
