Control on COLTT access to error description

Description
Within version 2.1 it is necessary to modify the ini file for COLTT in order to arrange for the error descriptions to be requested by COLTT whenever an error is returned by a method. First of all this is not documented in a clear way and secondly access to the ini file through a text editor is not the safest. I recommend to let the end-user configure the ini file on this issue by letting the end-user tick a box on the controller that says \"Always requests error messages\" or something like that.
