UniSim Design crashes at reload with AixCAPE UO logged

Description
I have set up a case that involves the Shortcut Distillation UO from AixCAPE e.V. in UniSim Design. I have saved the case. When I reload it, while the Shortcut Distillation UO is logged with COLTT, Unisim Design crashes. It does not happen when the Shorcut Distillation UO is not logged.

- Resolution set to fixed
COLTT expected a PME to call the AvailableReports method before calling any other ICapeUnitReport method. UniSim does not do that, it calls get_SelectedReport first. COLTT is now modified so that ICapeUnitReport methods can be called in any order. And, it will report whether the ICapeUnitReport interface is supported by the PMC or not.
Fix will be available in the next .msi after 11 July 11.
