Include CAPE-OPEN 32-bit TLB/PIA merge module in 32-bit COLTT installer

Description
Since CO-LaN is advocating systematically merging the CAPE-OPEN TLB/PIA merge module into any installation package of an application relying on CAPE-OPEN, it is advisable that COLTT, which enables CAPE-OPEN, follows this policy. The installation package of the 32-bit version of COLTT could consequently include the 32-bit merge module of CAPE-OPEN TLB/PIA.
