Consider moving to log4cxx 0.10.0

Description
COLTT relies on log4cxx 0.9.7 released on May 10, 2004. log4cxx 0.10.0 was released on April 3, 2008. Page https://logging.apache.org/log4cxx/latest_stable/changes-report.html#a0.10.0 reports a large number of fixes/changes brought by version 0.10.0. Would it make sense to move to log4cxx 0.10.0 for COLTT?
